Is this just advisory hours?
It's advisory with the receipts. We read the code before we opine. If a review turns into work, we quote it as a team rather than quietly billing hours.
How much time do we actually get?
Enough that nobody counts. In practice it's a few hours a week of deep work plus responsive Slack; if you consistently need more, a team is the honest answer and we'll say so.
Can it cover a fractional CTO role?
Close, but if you want someone accountable for the whole function (roadmap, hiring, board updates), hire a fractional CTO instead. The retainer is the bench, not the seat.
